[Kea-users] DHCPSRV_NO_SOCKETS_OPEN problem

I just figured out that although dnsmasq is disabled according to 
systemd something is starting it at boot time.  I think libvirtd or 
gnome-boxes.  Removed those and kea now starts up as expected.
