Sorry, I've stopped reading just there. 1.3 is ancient. There has been
4715 commits since 1.3.0 went out. Lots and lots of changes, including
many in MySQL and lease manager. Take a look at the changelog here:

I strongly suggest to upgrade to 1.6.2, which is the latest stable release.
