Premium hooks (host_cmds, flex-id and forensic-logging) can be purchased
as a package. However, several others (cb-cmds, RADIUS, subnet-cmds,
host-cache, class-cmds) are available  to support customers only. I
believe this is clearly stated in the Kea ARM.
