[Kea-users] systemd unit files get deleted at reboot

So I've installed Kea on Debian 9 and Ubuntu 18.04 and the same thing
happens on both.

After installation the systemd unit files are in place and you can use
systemctl to start/stop/restart kea-dhcp4-server.

After a reboot the unit files are gone and systemd can no longer
control Kea. This means that upon reboot no DHCP server starts.

Does anyone know what's going on here? This is very strange.
