I am afraid that Windows DHCP clients assume they directly update the A RR
(since Windows 2000). So you have the choice between leave them to update
the A RR or to enforce the DHCP server to do this even if not in DHCP
request "wishes".

PS: according browsing the Windows 10 "Settings" application.
BTW you have an easy way to enable/disable DNS A RR update (but not
to leave it to the DNS server).
