Hello Hossein:

If a message contains the server id option (option #54), kea-dhcp4 will
compare that address against the addresses on the interfaces on which it
is listening.  If there is no matching interface, it will drop the
packet with log message you cited.

The DHCPRELEASE you show contains the server id option with a value of
255.255.255.255 and that is not going to match.
