Hello Keith:

We have a ticket opened now to allow items like qualifying-suffix to be
specified on a per subnet basis:

http://kea.isc.org/ticket/5048

We hope to get it into an upcoming release soon.  It is unlikely to make
it into 1.2 which is due out in April, but it is a good candidate for
1.3.  Others have asked this recently as well.

Alternatively it should also be possible to write a select_subnet hook
to insert or replace the FQDN in the client packet with a value
constructed in the hook based on the selected subnet.
