Config to ignore DHCP release Packet

Hi All,
I am trying to configure the dhcpd.conf to ignore the DHCP Release packet
using the ISC DHCP but facing issues, I can see we can do that using
Kea-DHCP

If anyone has the same requirement and tried the case please let us know.
 Any help/suggestion would be much appreciated.
