Yes, i Have apparmor, and i see as the dhcpd tryes to create a file in 
the root:

apparmor="DENIED" operation="mknod" profile="/usr/sbin/dhcpd" 
name="/tmp-sDNmo4KlSV"

Why DHCPD does it?
