DHCP split value for failover

Hello,

 We recently had our secondary DHCPv3 server fail on us and had an issue with clients not being able to obtain IP addresses ("peer has free leases" errors). This problem was fixed by changing the split value to 0 in the dhcpd.conf on the primary server. Is this the correct value for the split when there is a failed server, or is it 256?

Reason for asking is that now and then we are seeing no DHCPREQUEST and DHCPACK from clients even though the DHCP server is discovering the client and sending offers.
