Gratuitous ARP

That is exactly the issue.  The wireless device uses proxy arp and responds
on the MAC address of the client which causes the NAK  to occur.  I am
looking to shut off the DHCPDECLINE functionality in this circumstance.

The ARP isn't gratuitous.  The client is supposed to ARP for the address and
send a DHCPDECLINE if it's in use.   I take it you are having a problem with
this behavior-can you describe what's going on?
