Do you mean reserved leased, or host statements with fixed-address declarations ?

Fixed-address host statements result in no DNS updates - unless you set (something like) update-fixed-address to true.

The first step in debugging issues like this is to see what is logged by both the DHCp and DNS servers when the DNS update *should* be updated. But given the use case you give, I;d be tempted to suggest that you export a DNS zone file along with your DHCP server config file - and use an INCLUDE statement to include it in the DNS setup.
