fixed-address not working

You're defining subnets of 172.16.0.0/16 & 192.168.32.0/24, but trying 
to use a fixed address of 172.168.1.60 (which is contained within 
neither of the subnets).  dhcpd won't know that it's able to respond 
with the fixed address since it can't match it with any subnet.

At a guess, the fixed address is a typo of 172.16.1.60.
