I do see a use case. You might want to force all DHCPv6 transactions
to use relay agent so relay agent options can be added, but you might
only have a single LAN. For example, you might want to implement this
about-to-become-RFC:

There is also the Lightweight DHCP Relay Agent which might be useful
to have an implementation of:
