Greg's right, what you're describing is very unlikely behavior of the 
DHCP server.

Is it possible that one of the systems is misconfigured (that is, 
configured with a static address and also requesting DHCP 
configuration)? Another possibility is that there is more than one DHCP 
server operating on your network.
