CPE with static IP address

Hi List,

You know, I develop an own cable-modem provisioning system in C, and 
now I have a large enough problem.
For cm, mta and cpe I wanna allocate static (fix) ip address.
Of cource I use the ISC DHCP server and OMAPI C API with dynamic hosts 
decl..
With Cm and mta there is no problem, those work, but the problem is the 
CPE.
I don't understand, how can I define a CPE Host decl with static IP 
address,
even not knowing the MAC Address of the CPE?
Maybe there is a solution for this thing, only I am uninformed?
