I'd like to know how you came by that belief. It is not my belief, but my belief is based only on the customers I've personally worked with as a consultant.

I'm constantly amazed by the complacency my customers demonstrate when it comes to IT security. Setting up cryptographic signatures just sounds like more trouble than it's worth to most of them, even though we make it really simple for them to do so. And without that driver, they really have no reason to use zone statements.
