if it does then thats annoying and a bug  ;-)....its probably something to do with
permissions, dropping to the chroot'd etc - who knows. anyway, its an example. I always
run the system restart script as we have other things to consider, theres always the case
of what a daemon does when sent a signal - does it reload its config file, for example...
