dhcpd.leases file is growing out of control after upgrade

This is running 4.2.5...

:rpm -q dhcp
dhcp-4.2.5-15.fc19.x86_64

On a Fedora 19 box. I do see reference to that issue in the RELNOTES
file RedHat provides when you install dhcpd.

Is there any way this is a permission issue? What should the permissions
be on the directory dhcpd.leases lives in? Looks like the dir is owned
by root, but the files are writable by dhcpd (which is what the daemon
is running as).
