Yeah I noticed the same behavior. It seems that the renewal variable
is incremented on both the DHCPDISCOVER and DHCPREQUEST packets. So a
client starting fresh will increment directly to 2 during the
discover/offer/request/ack handshake. Haven't had a chance to
investigate how to control the types of packets which cause the
increment, though surely it's possible.
