IP churn, maybe due to shared-network?

There are five shared-networks (for a total of ~12500 addresses), users are
assigned to one and do not move between.

If I get a chance, I'm going to fire up a simulator in our lab and see if I
can't reproduce the problem under a more controlled scenario.
