Why do you think this is a DHCP server problem? If the client ignores
the DHCPNAK, there is nothing the server can do about that.

(In *my world*, clients are connected via a BRAS which snoops on the
DHCP transactions, and only permits DHCPACK'ed IP addresses to reach
the Internet. This is obviously not a universal solution...)
