does isc dhcp 4.2.3 support blocking client which send many

THKS,friends.

now i can block the crazy client by add following code to dhcpd.conf:

class "badguys" {
match hardware;
ignore booting;
}
subclass "badguys" 1:00:01:02:03:04:05;

but still has a new problem:the above action need to restart dhcpd service.
can we  use omshell or else method to told dhcpd ,not by restart?
