How can I use isc DHCP on my laptop

Hi~
I am a new user in ISC DHCP. If I ask some questions apparently, please
forgive me.
My question is:
I want to disable the DHCP client on my laptop, and use the latest ISC DHCP
without installing it. But I don't know how to do it, does anyone know
that?
