How to let the DHCP client eventually accept a OFFER when no OFFER satisfies client's requirement?

Indeed.
And if that is all he needs, then he just needs to add "option ..." 
to his dhcpcd.conf and it will be requested. If the server has it, 
then it will be in offers automagically, if not then it won't.

He'll still need to configure his client (edit the script) with what 
needs doing with the option when it's got it.
