How to let the DHCP client eventually accept a OFFER when no OFFER satisfies client's requirement?

I think he's concerned that there may be more than one server - and 
he wants to take an offer with the custom option if possible. Ie, not 
necessarily taking the first offer that comes along.
He will need to configure the client to ask for it - as it's not one 
of the handful that are automatically included, if the client doesn't 
ask for it, it won't be offered (without overriding the option list 
at the server end).

I'm inclined to suggest that if you don't have enough control of your 
network to ensure that only "properly configured" servers are on the 
network, then you have other issues to think about.
