dhcp servers with bootp fail over support

Do you really need dynamic bootp? Just about every device made in the last
10 years will work fine using dhcp, which is a superset of bootp.

According to the release notes it works, and 3.1.0 is more than a few
years old now, so I would have to assume that it would have been updated
by now if it didn't work.
