That's not a lot to go on - effectively "it doesn't work". Any more 
clues ? Anything in the logs ? Without something else then we can 
only guess.

Could be a syntax error in your config file.
Could be a missing leases file (there needs to be an empty leases 
file as the server won't create it's own).
Could be ... who knows what.

You should be able to test the config file with a command like "dhcpd 
-t", but you'll need to figure out what other options the init script 
passes to it (may well include config file and leases file options). 
There's also (IIRC) an option to keep the daemon in the foreground 
which can help with debugging.
