Is ISC DHCP server will take dynamically changing value??

No, the conf file is only read at startup. But as the server does (or 
should unless you've got an incredibly large setup) start up in 
seconds, it should be no big problem to restart it to reload the 
config. That's what a number of people are doing where they have an 
external system to build/update their config.
