whishlist - trigger event after dhcpd failover partner is down

There is the auto-partner-down statement which specifies a delay before
automatically switching the surviving member to partner down mode.

The real difficulty is detecting failure of the partner in a reliable way.
There are many possibilities where the network can be partitioned, each
dhcp server is working and can see it's clients but the two servers cannot
see each other (think about a wan link going down between two sites for
example). Thus using an external script with local knowledge about
topology, and possible alternate paths for connectivity allows the local
admin to work this stuff out. A TCP timeout may not necessarily be the
most reliable way to do this, but if it is, then the local admin is in the
best position to work this out.
