I know nothing about HP-UX but on Linux it is kernel that automatically 
sends
Router Solicitation (RS) messages after the interface is brought up.

For a daemon that checks Router Advertisements for M/O bits
and runs DHCPv6 client accordingly you could check userspace utility 
NetworkManager.
