excessive failover pool balancing, leases files getting out of sync

We do use dhcp snooping.  Turning it off is a pain for technical and 
non-technical reasons, but I guess we can give it a try.  But we have been 
using dhcp snooping for over a year and this problem just erupted last 
month, so it's hard to explain how something like dhcp snooping could be the 
culprit.
