By default Windows hosts tell the DHCP client that they will register 
for DNS themselves, and so the DHCP server doesn't do it. There is a 
config option (dunno what it is, you'll have to look through man 
dhcp-options") that tells the server to ignore that and do DNS 
updates anyway.
