Two offers in response to one discovery

We recently had the same thing on an appliance, quite annoying.  Fortunately
we tracked it down within an hour or two of seeing the issue.

OK, my bad. They actually do check for config changes and only restart then.
When there is a lot of activity it just seems like once per minute.

So you all know, Bradford killed the Nov. 8th process and everything seems
to be working just fine now. The only unanswered questions I have now are
how the 2 processes were able to bind to the same port and what caused the
issue in the first place.

huh? really?  why dont that put a file update checker in place to only
restart the process when the config has actually changed?  oh well.
