We are using Bradford's Campus Manager, which uses the ISC DHCP server (not
sure yet what version) and it is the only DHCP server on the network. What I
am seeing in a pcap is the WindowsXP client, after a release/renew, send the
discovery and the server responding with 2 offers of 2 different IP
addresses. First question is does this seem to be any kind of normal
behavior? Second question is what additional information do I need to
provide to help resolve this issue?

 

it depends,.. your client could have a previous lease from another zone or
another time. The two will basically argue until the client accepts the next
available lease.

The problem seems to be that the client never gives up, but rather the
server seems to give up.
