dhcpd not start

I use

OS    : RHEL 5.2
dhcpd : v3.1.1


when dhcpd restart ,
the following errors were displayed.

# cat /dev/null > dhcpd.leases

It is a command as for the above-mentioned.
After it had executed it, it started normally.

However, a above-mentioned error is displayed ,
when dhcpd restart again.

The cause is not understood and it worries.
May I have any advice?
