dhcpd pid exists but process not running

If you search the mailing list archives looking for terms such as 
"crash" or "core dump" you may find a few mentions of this issue.

The newer RH and Centos repos have more up to date versions, as does 
Fedora Core repos.

TO help with the justification, I'd suggest going through the RELNOTES 
file from a recent source distribution to look at all the various fixes 
since 3.0.5. There is no doubt that failover works much better in the 
newer releases.
