message length wait: unexpected error

after some troubleshooting, i got it to work without this error but
changing the ethernet configuration from the switch side from auto
negotiate to 100 full duplex. i don't know why !

still the other issue with  auto-partner-down is not solved. i don't
know how to enable it. it is not parsing the file.
