Just to have it in the mailing list archive, I was pointed out off-list that
the following does the trick:

 ${PRODPATH}/bin/omshell << END
 server localhost
 port 7912
 key defomapi se32and6txxxxxxxxxxxx==
 connect
 new control
 open
 set state=2
 update
 END
