DHCPREQUEST not responding (recovering)

Hi,

I have a setup for DHCP in a failover mode. each time i restart the
secondary server i got these errors:

May 17 09:04:01 dhcp02 dhcpd: [ID 702911 local3.info] DHCPREQUEST for
10.67.39.53 from 00:02:02:09:4b:58 via nxge1: not responding
(recovering)

this goes for 2 or 3 days until "balancing pool" happens,

then it starts to work. in addition "balancing" starts to occur
regularly after the first time. this happens all the time. i searched
the mailing list, some of them indicating that the communication is
broken, but i fixed the port for booth failover peer. itried to set
min-balance/max-balance to 600/3600 but still it is not working.

i'm using 4.1.1 on solaris 10

any hints of what could be the problem
