Interesting - what is the client ? It's doing a BOOTP request and 
then doing a DHCP Request, these are different protocols. If you 
don't actually need BOOTP then you might try setting the server to 
ignore BOOTP requests. I suspect your "deny duplicates" statement may 
also be having an effect as well.
