Compiline ISC DHCP on Redhat

I'm having an issue with starting the service. For some reason it says
permission denied on /etc/dhcpd.conf. This is really strange because it's
owned by root and is permissioned as "-rw-r--r--" on that file. Is there
some particular permissioning I should be using?
