Lease length force question

If I have these lease length settings in a pool:
min-lease-time 28800;
default-lease-time 28800;
max-lease-time 28800;

and am running failover with the following mclt:
mclt 600;

How could a lease of 43200 seconds have been sent to the client (on a regular basis)?

Server:
Linux 2.6.26.8
isc dhcp 3.1.3

Client:
Xubuntu 9.10
isc dhcp (client) 3.1.2

Both the client and server agree that the lease length is 43200, I'm just wondering how that can happen?
