bug with db-time-format local

     Just some more data points.  The `%s' option for `strftime' is not
documented under SGI IRIX either.  I also checked 3 versions of Redhat Linux
we have here with mixed results.  3.0.5 has it documented.  4.5 does not, but
5.3 does.  Sounds like a very non-standard option to me.
