how to request for an ip address through dhcp client,

Hi ,

1)Is there a way i can request for a ip address to server ?

2)if i configured an ip address as fixed in dhcp server to a client node A,
but i assigned the same ip address to some other node B manually ,
   if i start dhcpcd client on A , would it get that ip address or client A
nacks to the server ?


please help me in this.
