Getting different ip's each time on DHCP

Hi, 
 
We have 2 DHCP servers running on failover mode under 3.0.5 version. Problem is everytime when Client sends the discover message then the servers are providing different IP each time and messages occuring 
 
" uid lease for client is duplicate on x.x.x.x/x"
 
I have checked the following to troublshoot:--
 
1. Both servers are synched with NTP and have a same time.
2. Both are on Partner-normal-state.
 
I am facing this issue from last one month and nothing has been acheved yet. 
 
Can anybody have some idea or solution to this problem, I will be very thankful.
