No, what you want is the other host statement :
host bad-device-1 {
hardware ethernet aa:bb:cc:dd:ee:ff ;
deny booting ;
}
This says that if a device with this MAC address asks for a lease,
deny it. The server will simply ignore the device - but log the
request.
If you don't want it to appear in the logs, then replace "deny" with "ignore".
