pre-creating reserved leases

So far haven't found anything glaring in the source pointing to the problem, still investigating, is there any easy way to debug it (since it is a live server) we had yet another instance this morning where it happened, however, a few hours later it leased the proper lease.  I'm thinking it might be related to the failover, but haven't narrowed it down yet.  Does 3.1.2b1 pre change or post change regarding to sorting of the buckets?

Do you have any information around that change that I can focus around to see if something maybe was missed with that fix?

The .79 lease is more interesting in this case for trying to figure
out why it wasn't offered at that particular time.

What version is this?

If it's before the change that sorted the hash table buckets in order
of the priority i mentioned, you're chasing that bug.
