David, you are correct of course. dhcpd-2.0 was authoritative by
default, that changed to not authoritative in 3.0. The idea being to
prevent unauthorised dhcp servers automatically nacking legitimate
clients (at least that's what it says in the dhcpd.conf man page).

Flipping the default will probably just make the other 50% of users
unhappy :)
