if i remember correctly, omitting the date from the failover stanza
causes the server to use the current time as the 'STOS', Start Time Of
Service for the transition to partner-down.

the server cannot allocate the peer's leases until STOS+MCLT has
expired.

omitting the date, to set a current STOS when the server restarts,
is the best general advice; if the peer had been online for any
time up until the server was restarted, it may have allocated one of
its leases, but only up to TSFP+MCLT or STOS+MCLT, and so this most
conservative action avoids duplicate allocations of the peer's free-
state pool.

if you happen to know the server has been offline an unable to give
leases for longer (for example since communications were interrupted)
you may either retain or modify the date field so that STOS+MCLT comes
sooner.
